Shout. For 5...15 seconds, party members within earshot gain an additional 10...51 health and 5 energy and also deal 5% more damage. (Motivation).

Not only is it overpowered, it doesn't make any sense. The shouts are meant to give some sort of psychological edge over another player. 'Watch Yourself!' for example would cause a player to pay particularly more attention when in a fight (thus potentially reducing damage inflicted by attacks).
There's no reason why a player's health, energy, and damage inflicted should increase upon hearing the words, "Feeling Stronger!" At that point, you might as well make it a shout called, "Punch in the God mode codes!" and take no damage for 10 seconds.
Besides, for me, there's nothing interesting about this skill. It is a flat benefit skill without conditions. There should be some sort of condition that would suit some players with certain classes or with certain states. +health and +energy helps everybody.
How about something more like a shout-wide 'endure pain'?
"Brace yourselves!" (10 energy, 1/4 cast, 45 recharge) - Shout. For 10 seconds, all players within earshot gain 50%..200% to max health of damage inflicted by their next hit.
This would help temporarily, since once this wears off, the damage of the hit takes effect.

10 energy to a paragon takes a while to recover depending on your build.

10 energy takes about half a second to recover when you use this skill + watch yourself.

I hope this would be elite, so that it wouldn't be good enough to be used.
Otherwise it'd end up as another overpowered shout on a Para bar.

Overpowered? The OP says that you gain 'additional' health and energy, which means you lose it after the shout expires. Good for a little parlor spike, nothing more.

You would want more than one why?
Maybe for Heroe's Ascent? That's it?
Increased recharge time and skewed the duration.

Yeah the shout just doesn't make sense. If you yell it in the middle of a fight you'll just get shouts of "Wtf?"
Saying that you feel stronger doesn't actually mean you're stronger.

You should try doing anything in GW with 3-5 paragons.
You'll be smiling for days.
There's a reason people say Paragons are the most unbalanced class (HA or anywhere else).
Paragons also have a stigma of uselessness, so they get played much less than other classes. In addition, some of their insane skills are PvE only, or particularly good in PvE.
But once you set up a human team with 2/3 paras, you realize the power they have. Hard mode becomes pre-searing, the AoE insta-wipe becomes damange not worth healing, monks are sitting idly, and more.
Unlike other classes which clash with each other (having 2 SS necros is not productive, nor is 2 prot monks), every paragon you add to the team is insane boost.

There's some very handy skills which cut down recharge, so 30 sec recharge with 15 duration doesn't change anything. This is the reason some of paragon skills got nerfed into oblivion (3 sec duration max).
